Reporting to the Manager of Infrastructure & Data Management, this position is responsible for supporting the City of Burlington’s Corporate Asset Management program with a focus on core linear infrastructure assets (roads, storm sewers and bridges). The position provides a lead role in the development and maintenance of corporate asset data registries and utilizes life cycle costing analysis and asset risk management to prioritize capital expenditures related to the replacement and rehabilitation needs.
This position will be responsible for:
Day-to-day management of the asset management planning team, including assignment of work, motivating, coaching, training and hiring of staff. Acting as an asset category lead (‘Roadways’) and supporting in the coordination and preparation of the annual capital budget and forecast. Identification and prioritization of major capital infrastructure projects. Supervising the development and maintenance of the City’s linear asset management system including field data collection, condition assessments and development of related rehabilitation and financing strategies. Developing life-cycle management programs for all linear infrastructure assets, including roads, bridges, storm water, and other tangible capital assets (TCA’s). Leading in establishing service levels and risk management practices for linear assets. Coordinating condition assessments of all core linear infrastructure assets on an ongoing basis. Utilizing Enterprise Asset Management (EAM) solution platforms to gain insight related to asset maintenance and asset decision support/capital planning. Review, research, and report on technical specifications and standards related to infrastructure construction and maintenance to improve current programs and systems. Contributes to the development and updating of the Corporation’s long-term asset management strategy. Undertake other tasks, projects, and responsibilities as required or assigned within the scope of the position.
The successful applicant will have a degree or diploma in civil engineering and a minimum of 5 years municipal experience in an asset management related role. Proficiency with asset management software and asset data is essential. Advanced knowledge of GIS gained through certification or work experience, is required. In addition, you have excellent communication skills and problem-solving abilities. Some on-site work may be required. A Valid Driver’s License with a Clean Abstract as deemed by the City is required.
